The small number of Black residents in these communities is in large part the result of the long history of racially exclusionary laws intended to keep them that way.

Pretty weak argument for "rACiSM" with most of these cities actually being minority-majority cites (or in the case of Cupertino, an asian-majority). Your article loses half its credibility by trying to paint it with a racism brush rather than a NIMBY brush.
